The Secretariat of Environmental Management and Mining Oversight is actively upgrading the San Juan mining control system. This modernization effort focuses on integrating real-time monitoring technologies and deploying an inspection framework customized to the size of individual projects. The primary goal is to improve operational safety, ensure strict mining environmental compliance, and enhance the overall effectiveness of regulatory mining inspections.

At the forefront of these oversight duties are Roberto Moreno, Secretary of Environmental Management and Mining Oversight, and Roberto Luna, Director of Environmental Mining Inspection and Oversight. Together, they direct field evaluations and ensure operations adhere to the current legislative framework. Their coordinated approach aims to bolster both technical and personnel resources to guarantee that all extraction activities meet mandatory standards.

Adapting Regulatory Mining Inspections by Project Scale

The agency’s daily functions involve the rigorous enforcement of environmental legislation, routine regulatory mining inspections, and the supervision of approved Environmental Impact Statements (EISs). Field assessments take place across all operations, ensuring adherence to established implementation schedules for technical observations, alongside occupational health and safety rules.

The regulatory methodology, however, is deliberately adjusted based on the specific size of the operation. Large-scale companies face immediate and strict enforcement of the regulations. Conversely, for smaller operations, the Secretariat utilizes a collaborative strategy, offering technical guidance to assist operators in developing mineral resources safely while maintaining full mining environmental compliance.

Transitioning to a Digital Monitoring Platform

Anticipating a future where multiple copper extraction sites will operate simultaneously in remote zones, the provincial government is driving a strategic evolution in its oversight model. The objective is to move from conventional field assessments toward an advanced digital monitoring platform, establishing continuous data transmission as the foundation of modern regulatory oversight.

To facilitate this updated San Juan mining control framework, the province has acquired four-wheel-drive vehicles specifically equipped for the challenging Andean terrain. Additionally, the administration has implemented continuous communications infrastructure and installed 24/7 surveillance cameras that broadcast live from strategic locations within active sites. By deploying these real-time monitoring technologies alongside the new digital monitoring platform, the Ministry of Mining aims to maintain a continuous, effective, and uninterrupted regulatory presence across the region.
